Well you are the big brother so its okay to be worried..but if you get too much into her life n start to ask you about every lil thing it will become annoying... I mean she told you after all so she trust you.
You see I'm the youngest in my family n my sis worries n gets into my life waay to much so shes often annoying n i dont tell stuff to her.
So yeah dont tell her whats right or whats she doing wrong just tell her your opinion n advice her ...
Ah yes, I also agree that having sex so early is pretty stupid and not to mention taking drugs..but if she wants to do so u cant stop her anyways...
My advice is that u should be there n advice her as much as u can as long as she doesnt plan to do or make something incredibly stupid.
Then tell your parents or do something about it since its for her sake...

For me, well, one of my friends did it twice but I know she has a good head and she's incredibly smart. She stopped, she told her parents, and yeah.
Your sister...she's not going down the best path, IMO, but its her life I guess. I still think she shouldn't be doing some of the stuff she's doing, and if she can't see that its not the best way to go I would think to let the parents know.
I've always been more inclined to the way you think about these issues, i'm not one to rush into things. I think if I were in your shoes i'd have acted the same way, I think these things do often come down to the types of friends we have... But perhaps that isn't the only thing... I don't know.
Surely if she comes back home smelling of the stuff your parents would find out? I know smokers have a worse sense of smell, I don't know how that works in this case. Lets hope she doesn't do anything daft.

From what you've said I think the difference may be because of your groups of friends?
For example, I know of people my age who do drugs, smoke, drink, have sex, etc. but about 99% of my friends are straightedge like me. But if I had different friends with different views, I can't say that I'd neccessarily be straightedge.
This sounds very cliche but peer pressure could be a big factor.

In the likely event she screws up, and your parents find out you knew before they did and did nothing, it might not work out well for you. You might want to tell 'em, let 'em rain fire down upon her for the drug use and such. Granted, she will be bitchy beyond comprehension towards you, but it might beat the alternative.
