The outfits would make sense it Hikaru was really Hikaru. Since the hair is wronge, that means that they put Kaoru in the darker uniform. But his uniform is the lighter one. The main basis for the wrongness of the picture is the hair color. (( It's kinda confusing now that I think about it...))

(1) The bangs are on the wronge side. (2) That means that they gave Kaoru the dyed hair instead of Hikaru, and (3) That they're wearing the wronge outfits.

Incorrect because: The vest are suppose to be different colors; like Bisco does to show whose who. And Hikaru also dyes his hair later in the manga.

The hair doesn't match, the sweater vest part are different shades of blue, and their pockets are shaped differently.
