Well, its to help keep the pet population under control. They don't want too many unwanted animals. When I went there when we got Pond, there were a lot of kittens. They said this was the time of year when a lot of kittens come in. And since the shelters are run by Animal Control, they don't allow adoption unless the animals are fixed first.

Yeah, its a pain but its worth it. And we can't legally adopt Pond until she's been fixed. Its the law in our county.
