Well like Emmz and everyone else said,probably the best choise is to go with GIMP. I also just recently downloaded it and I can say that it's pretty good.I used to have photoshop,but after my computer crashed I don't have it anymore. Anyway,GIMP is free and easier to learn.
Plus you will have one more open space for your birthday list ^__^

Hmmmmmmmmmm, we'll I've got 2 sugestionz......
1) Photoshop CS4 is amazing~!!!!! But, u have 2 pay for it But I got mine for free because my sister & her boyfriend came over & just put it on our computer........& up here in the Cold Candian North, u can't find it in storez & u have ta order it online.
2) GIMP would probably be a much better choice. It's free, u can easily download it from the Internet in like 2 minutes (fer dial-up it's like half an hour) and it's much like Photoshop, but easier to understand I used to have GIMP, but then the computer went all weird & den we hadda get a new 1, soooo GIMP was replaced with Photoshop CS4

If yer parent's don't mind paying fer Photoshop, den get Photoshop CS4.
If yer parent's dunt wanna get dat fer u, den download GIMP.

You could also look at SAI
I think it's cheaper than Photoshop. And you can get a trial from their site. C:

Personally, I like Gimp better, and plus it's free xD You can get a free trial of photoshop at their website and test it out for 30 days :D
