AH! I have the same problem with my photoshop not opening. What you do is copy a shortcut for it to your desktop. Then, on your desktop, RIGHT-click the icon and select 'Run as Administrator' and select 'yes' or 'allow' or whatever. After that, it SHOULD open.

At least, that's what I had to do for mine...^_^;
