We saw that! Basically, since like, 2003, everything that's been made with an American president that they want to portray...well, not in the highest esteem has a Texan/Southern accent. Well, it sure seems that way. Billy Bob in Love, Actually anyone?
Although, come to think of it, when was the last President who didn't have (or fake) a Southern accent? It almost seems to be a stipulation of sorts nowadays.
Did he really have an accent? I listened for it, since a lot of shows tend to do that, but either it was a really subtle accent or I was just totally out of it.
Though when it comes to Death Note, we can be assured of one thing: Women and Americans are pansies. P:

OH YEAHHH! Hahaha.
That happens in quite a few shows actually. Movies too. (Austin Powers. You never see the President, but he has the accent..)

There are some brief scenes in Speed Grapher with an American president, who also has a Texan accent.
