You know, now that I'm reading the Kimi ni Todoke manga, I can kinda keep up with you on the story. Although as far as story goes, the manga is further ahead right now... but I ain't talkin' spoilers. *zips lips*
I remember thinking something similar concerning Excel Saga and its "plot", except I'm not sure if it kicked back in or just suddenly appeared! I'm still not sure.

Yes, Mayumi is the same sister that Nanako talked to in previous episodes of Hanamaru Youchien. I remember because the two are voiced by the same people as Aika and Akari from Aria. It's seriously weird (yet kind of delightful) to hear them talking back and forth in the same voices.
Shugo Chara! Party! has been getting better the last few episodes. Partly because Hotaru is one of the better additions to the group of charas, I think.
