on the fan art page there are specific pixel sizes, try resizing it to one of those sizes and it should work when you save it

a fan art, but every time i try to submit anything to fan art it say that i need to upload a file even though i did, so it was suggested to me by MANY people (hahaha XD) that i resize it and make it smaller because it's probably too big...

ok what pixel size do i do though??? cause i clicked resize and under pixel it said horizontal 3240 and vertical 4320 and a little clicky box with a check that says maintain aspect ratio...

you could try that, or make a new blank page thats resized to the pixel size you want

try resizing the canvas on paint and opening the picture in paint, select all of the original image, and copy or drag it to the re sized canvas
