This ritual is performed by Versago. The monster depicted is a witch (possibly Witch of the Black Forest or something related). The idea for this probably relates to the forbidden practice of Necromancy, which not so ironically is a ritual requiring human sacrifice.

I remember those two cards all too well. Even though it was a long time ago.
This is one of the most interesting theories I've read. (I love this kind of stuff)
It really makes me wonder about a lot of the cards' histories now.
