Well, i'm not sure about it, but i think you could make one with Photoshop ImageReady... i've also tried once making with it a moving picture... well it was only a gif, but maybe you can save there in other filetypes also... again, its just a suggestion... but i hope it helps

I don't really know about it since I've never used animated avatar. Hm.., I think you can use photoshop CS3/4/5, but I don't know how XP
