well, first you have to find people who will want to join depending on what club you're forming.
then you have to find an adviser like a teacher who will be willing stay after school. like a teacher who has nothing to do. :D
from there, i guess the school announces on the new club?

but it depends on your school so you should ask your school. xD

I'm home schooled so I wouldn't know. You can probably look it up online.
