I was pretty much going to say exactly what you said. xD The music and game-play is definitely FE, but the character designs.... I don't know. It doesn't look as old-fashioned, I guess? :/ It doesn't look like it's set in the past like usual, or something. And it's so much more anime-styled than the other games. Hum.
WELL, I don't have a 3DS so it doesn't concern me. 8D I wonder how the game will do...
