It happens to me too and it's not 'cause of what Hulaberry32 said. You might just need to submit in a different category.

I think it depends on the quality of your artwork. There are submission guidelines the Otaku has, and the guidelines for artwork are really strict! But don't worry, keep practicing on your art and it will be submitted in no time. :3
