I've been thinking the same, about the decrease in quality (not that mine is any better); it's not just in wallpapers, but in the eCards too.
Even if you can't vector and use screenshots or even scans, you can touch them up with textures, brushes, typography, etc...give them some oomph. I suck at vectoring so I try to improvise myself...*laughs and shrugs*
