I think it's safe to use, most sites don't mind Pixiv content and I don't think TheO has a specific rule against it. If you want to make sure, you can ask one of the mods, though I think it's OK if you credit the creator/source (like writing it on the bottom of your wall, where it's covered up by the taskbar and doesn't obstruct other elements).
Since its vocaloid Id say its pixiv, try uploading the picture in SauceNao though beware of the mature content >_< if the source is pixiv, SauceNao will show you the direct link to the submission, you can also try an iqdb search, it will search through danbooru, eshuushuu and all the imageboards :3

I think it's ok to use. :) As someone said, most Vocaloid stuff is fanart anyway. :/ But the thing is...is it Japanese fanart and not someone from dA? For some reason the mods only crack down on dA fanart. If it was an artist from pixiv or something, then it's fine. And since there isn't a signature on it, then there's no way to know, so it's fine! I think. XD
Um, technically anything Vocaloid is usable. Most of the artwork is stuff just drawn by fans (talented fans, no less). I've never had any issue with ANYTHING from Zerochan that's Vocaloid-related.
