Personally, I think that Ib is more creepy than scary. xD
In a way, I felt bad for Mary. All she wanted was friends and to experience the real world. WAS THAT SO MUCH TO ASK? /sob I wanted all three of them to get out somehow but I knew it wouldn't happen and lkaj;kjf

I just recently played Mad Father, and the scariest thing about that was... chainsaws. I'M NOT SAYING ANYTHING MORE.
I got the true ending and I'm not sure how to feel about it. xD

If you like these two games, The Witch's House is pretty good, too. I'm actually stuck on it myself (I have awful reflexes/am convinced that my game has a glitch. D:), but I know what happens and it's pretty dang twisted and awesome.
There's also Yume Nikki, which is more exploration-based and I don't really understand it, but a lot of people are really into it. xD

Mad Father has quite a twisty story as well, play it to the end and see for yourself.
The endings are quite different as well, while the true one is especially... interesting.

Ah, I just started playing Mad Father too~ LOL! Got stuck though, so I'll have to glance at a walkthrough LOL!
