I hate the cap, cuz I have several pictures I need to put up. When I can't do it all at once, I tend to forget and then put them somewhere and not see them again for months XDD
I think you might have found a hole in the submission thing. You can't limit a 1-per 24 hour submit on the fan manga... it would make it too troublesome. I'll hop on over to check your cover art. See yah!
