I do know how to vector images but some images are so tough xD i do have alot of issues woth copyrights too xD

Crimson-Rose and sweetdevil are right. Minitokyo is probably the best and safest place to find scans.

Like Crimson Rose said, Minitokyo is top notch when it comes to scans and you won't have to fear accidentally breaking copyright by using someone's fan art either since they only accept official scans.
As for brushes, here are some I used to use (I don't work with custom brushes anymore): - Obsidian Dawn - Scully7491 - Sunira - Susan Libertiny
