Like everyone said below, GIMP. I use it for all of my submissions, and I love it more than photoshop. ^^

GIMP is the best, and like Fykki said, it's free. If you want to use programs online (no downloading required) I suggest pixlr.com or picmonkey.com. I find I use them more than photoshop just cause they're a bit faster XD Hope that helped. ^__^

GIMP definitely. It is free, small, easy to install program. It also has all the main features that programs like Photoshop has.
