After a specific amount of works submitted or status reached, you no longer have to wait and you get published instantly. I couldn't tell you the exact amount or how much time. Sorry ;;

No. For example, lets say you wanted to submit a wallpaper and you haven't submitted a lot. Your wallpaper will not be published instantly until you submit more wallpapers or reach the certain status.
