The little girl is Kyon's [little] Sister--However, reading the description tells me that you're not being familiar with the anime. You are kinda' correct in a sense, though--Kyon's Sister and Mikuru act quite alike (like little girls, XD). Believe it or not, Mikuru's the oldest out of the bunch.

The pretty background[I recognized the image!This is from "5 centimeters per second!~ I love it!♥ XD],the characters[Oh!Actually,I watched the anime and the girl is not Mikuru-chan...^_^; Her name never appeared in the anime of truth,then she's only known as "imouto-chan",because she's younger sister of one of the protagonist!^ w ^] and the nice and amazing effects[are really NICE and AMAZING effects!~ LOL!~]...All is perfect and wonderful,Anna-chan!^ w ^
