While I suppose you could make a wallpaper using your own drawings, they are typically made from pre-existing art. I usually create mine using manga scans that I find on Google Images.
LoVelY!! Sailor moon is my favorite!! (one of) its sooo pretty!! one really (stupid) question, when you create a wallpaper, do you have to draw it, or can you find a really, good picture on the internet and do stuff with it? that and cards....
