Nope, you dont have to pay for anything. And i dont remember where i got it. Just google 'gimp download' or something like that and see what you can find.
I made the background and then cut out the image and put it on, adjusted the colors and then thats about it. Hey i made a new world! Its called Polka Dotted Lolipop!
