It's a guy and he's from the manga Peacemaker Kurogane. His name is Kitamura Suzu. He's also in the anime Peacemaker. But this pic is from Peacemaker Kurogane after he snaps. The skull belongs to his beloved master. It's a great manga...too bad they haven't updated it recently. Great wallpaper for it too!
