Weirdly enough, I was actually thinking about Crispin Freeman myself. He would probably need to lighten his voice a bit, though -- he has such a strong voice, and Johann is pretty soft-spoken and has a ... I guess gentle, aristocratic flair to him. (Then again, for all I know, Crispin Freeman has already played someone like that. He's certainly had enough roles, haha.)
What kind of roles does Tara Platt usually play? Eva is a relatively older woman (for anime, anyway -- she's somewhere in her 30s when the story really gets rolling), she's absolutely batcrap nuts and has a vindictive streak a mile wide.
ANN has a few cast members listed. Most notable are Richard Epcar as Inspector Lunge, Tara Platt as Eva and J.B. Blanc as Roberto. No Tenma or Johann listed yet. :( Kyle Hebert is listed, too, but he doesn't have a role yet. Wonder who he'd play ... maybe Jan Suk? Haha.
I think Johann would be the most difficult to cast. You need someone who can nail a more subtle form of creepy rather than something over the top, because part of the point with him is that he is so unassuming.

Listen from about 3:35 to 3:45 if you want to know how Johann sounds in Japanese. Don't watch much further than that, though, because it's kind of spoilery. >>
