Not really. Many people complained when Pokemon USA took over 4Kids and Yu-Gi-Oh dub is worth keeping because it allows the creation of Yu-Gi-Oh abridged.

Adam seemed to state that they use a "secret algorithm" to find some posts to consider for a spotlight, in addition to ones that are tagged. So not only are posts tagged with spotlight capable of ending up in the spotlight, but any other posts as well (as determined by whatever "algorithm"...).
Even I found it odd that my post got featured last week despite the lack of the "spotlight" tag. But I think it's because some people have posts that are truly worthy of being featured (like bellpickle's recent posts) that don't have that tag.
They might be trying to control the spotlight section so that no member hogs the spotlight every week. After all, if putting a "spotlight" tag is all it takes to be featured, then we'd might as well put that tag right away even if it's not worth featuring.
So to answer your question, the tag might simply be useful in getting the moderator's attention, but it's no guarantee that you would be featured at all. Of course, someone may beg to differ.

I noticed something ironic in this week's roundup. None of these posts were tagged with the word "spotlight". After doing a search for "spotlight" I found that there were some posts this week with that tag (other than mine). So, what's the point of adding a "spotlight" tag in the first place?

I think they did the older Pokemon episodes, but the newer episodes have since been taken over by Pokemon USA.
