Some people like to make animated pixels/etc, or things with just small animations like blinking/waving/etc. I guess it's difficult to draw an animated picture traditionally (unless you composed something slide by slide), but I've seen lots of animated drawing done digitally. :)
Though you're right, I don't think many on theOtaku would make animated fan art.
