It depends on what you mean by "exposing". I'm not sure if this is true everywhere but in the state of Texas men and women can go down the street topless legally but they will be fined for indecent exposure if they walk around with nothing to cover their privates.
Oh man, that's what that game's popular for for years now. I always wondered why people I knew who had cameras always played that game. Finally getting attention from authorities huh, 'bout time.
