Not sure how it works, but the article I linked to made it sound as if you had to buy the actual game and then RftA would be a downloadable add-on for that.
That might not be the case, though. Least I'm hoping it's not if that's the only case some people are interested in.

While I wouldn't pay $11 just to be able to point like Phoenix, $11 is a fair price for people who haven't played the games before, especially since they're so difficult to find these days.
