No, this isn't a fan character rather she is one of the nameless saiya-jin that was shown when Kaio-sama was expalining what happened between the saiya-jin and the tsufuru-jin. She was standing in the middle of two other saiya-jin and I though she looked cool with that knife in her mouth. So I randomly drew her.

I think with some more shading it'd be alright.
