And the green outfit is just so beautiful. ^_^ The only thing that seems off to me is the hair on Kisa�s right side as it doesn�t seem to flow as well as the rest of her hair does. It kind of seems like It�s a little stiff.
But I�m not an artist so I�m probably wrong. >_<

As much as we love hearing about your processes as you create a piece, it was also nice to surprise us this time with your newest master-piece! ~_^ A truly lovely surprise, it was!
Anyway, onto this piece...
I know I've said it before, but I'm extremely impressed that you continue to improve your method. These pieces just keep getting better and better!
The first thing that strikes me about this piece is the soft, warm colors. The vibrant greens in the dress look amazing, as do the yellows in the hair and the orange in the eyes. Every color seems to jump off the canvass and give you a hug.
Your shading is also immaculate as well. The shadows and folds in the dress and its sleeves add volumes of depth and beauty to this piece. Little things like the shadows cast by the green lacing in the front onto the front of the shirt as it seems to flutter in the air makes this piece feel care-free and warm. I'm particularly impressed with shading and such on the ruffles around the collar. I feel like I could reach out and finger the soft fabric.
I also find the shading in the hair spectacular. You made the hair look soft and fluttery, just as it should. Each individual strand of hair seems to have its own direction influenced by the wind. The shading in the face also leaves nothing to be desired, particularly in the differentiation of tones used in the eyes.
However, as I must find something tiny to nit-pick in every one of your pieces, the interior of her ears seem to be lacking your magical touch of shading. The outside of the ears look soft yet structured, as animal ears should (though I don't know which kind of animal those ears belong to). However, the inside of the ears look flat in their coloration. Though, the pinks and tans used in them and the gradation between the two seem to make up for it.
And now, your composition.
This piece has an extremely lovely feel to it. It feels warm and friendly, yet cool and calming.
Though I'm unfamiliar with the character Kisa, I can almost feel a bit of her personality in this piece.
You did a superb job on the facial-expression, which feels lively and sweet in its overall effect. The eyes are perfectly focused on the viewer, and seem to emanate a loving atmosphere from their deep brown and orange tones. The eye-brows add to their potency, the eye-lashes are perfectly proportioned (not too thick, not too thin), and the amount of blush added to the cheeks is of near-perfection.
Your choice of clothing is positively wonderful. I would have never been able to design such a beautiful dress, containing both simplicity and complexity in its design. The necklace also adds a special something to this piece, and would feel very void if it were not included. Your choices of colors compliment each other on so many levels that to list them all would take all night.
As for the general feel of the pic, it's whimsical and rich in quality. All the factors previously listed all come to this effect.
I'm impressed with your choice of background, since it can work as either an effect or an actual BG. What I mean by this is that the white circle could be either an abstract effect used to center you focus on Kisa, or as an actual picture of the sun and sky.
For the latter of the two, I can envision 2 different interpretations. My first impression was that this was a storybook-esque pose with Kisa whimsically being thrown/floated across the view-area (by what force, I don't know, but since when do storybooks have to explain everything?) with the sun behind her. But after viewing it for a little bit, the fluttering of the fabric and her hair could be due to the viewer�s perspective. If the circle is indeed the sun, I can feel an enveloping scenario of me (or any other viewer) lying face-up in grassy field for a nap, and Kisa welcoming me as I wake up as she leans over and looks down.
Such ability to make the viewer feel like they're a piece of your art is an amazing talent, Elvzy-chan. I'm very impressed. b~_^

The background is lovely and because it is so simple it dosen't detract from the real beauty of the piece which (I think) is the detail of her face and dress. Not to mention the the tiger ears are ridiculously cute! You have done it again. Nice one!
That would have been cool if she dressed like that in the anime, it looks more like mouse ears, but it makes me want to hug her all the more. XD lol I really like how it blends together so softly, the shading is quite excellent.
