I thought for sure you're using SAI. The colors you used are very bright and eye-catching.
If you're looking for a freeware to color, I have some dependable suggestion. Medibang's CLOUDALPACA - They're easy, but they have limited brushes for starter. They have option for perspective/grids to help you with BG or anything.
