I thought he was new since I have never seen him before. I see, that sounds like a pretty neat creature so his design came out interesting, and I like that.
Nah, he's not a new character, but it has been awhile since I drew him.
A suea peek is essentially an Asian griffon, so he's usually got the body of a tiger, but the wings/tail/claws of a common peafowl. In his human form, he's got the claws, ears, and eyes of a tiger, and the wings, tail, and feet of a peacock.

Is he a new character? He's cute and I like his design. Is he mixed? It looks like he's part peacock, eagle, and cat?
I also really like the coloring for his tail, it so pretty.
