Well, because it mainly relies on a drop shadow effect, every component is made on separate layers that are organized according to how they'd be in reality. So while Pabu is underneath Bolin's head and arms, his tail is above Bo's leg (and he's above Bo's torso in general).
The most complex part is just organizing and getting it all broken down. After I have everything laid out, I apply the drop shadow effect, then put a paper texture on top for feel. :)
