great job on the colouring
especially on the clouds and hat(?)
like, your shading is becoming more noticible as compared to your older ones (remember i said way before in one of your drawings? where i suggested you try shading more?) well, youre doing a great job now XD

and about your comment
i dont think your art is getting worse
youre definitely improving (for the nth time lol)
but in this particular drawing, i think there's a few things you can keep in mind (especially considering shes a girl)
a) her neck is a bit too thick for a girl
b) you see that area from her nose to her chin? that's a bit too much space on a girl's face.. i think, from looking at pro's stuff, that in a female face, the chin(?) area is small. so that means the face portion from nose down should take up smakller space than on a guy's face
