I think you're right in that it is a joke. I doubt we live anywhere near each other, so the fact that you've seen him too makes me think it's some kind of nationwide phenomenon or something.

I think I have seen the guy dressed as sailor moon unless there are more than one. But some of the cosplay is done as a joke for the crowd. Good luck with sailor panda.
