though i do think some strokes could be more refined
like some of the shades on her face, it's looking a little angular
and the flow of the hair.

Whoa all that blue just totally gives off an aqua like vibe. NICE! I love the serenity this picture has, it makes me want to go and meditate while listening to happy flutes or something. That's a good thing though because that stuff makes joy in a person
This is a very pretty picture. The soft blue tones really help the mood. But is this really vectored? It definably doesn't look it. The colors as well as the line-work look like they're either painted in photoshop or real life. I'm pretty sure it isn't vectored, especially looking at it in high res.

nope, it's definitely vectored--the lines are, anyway. I just vector art differently than other people; it doesn't look like vector when it's done.
