Well, for me, Anime refers to animated shows from Japan and cartoons refers to Western animated shows with childish and nonsensical elements like Spongebob. However, when it comes to shows like Avatar, Justice League, I refer them as animated programs due to their serious storyline, and not as cartoons. But technically, anime is cartoon and anime means cartoon in french (I think).....
