Pain is sent through the nerves as electricity, so if I hook a guy up to some wires and measure the electricity flowing through his nerves, I could (quantitatively speaking) measure his pain. Sack that guy, hook a girl up to some wires, and punch her breasts. Whoever had the highest amount of electricity would unquestionably have been the one who felt the most pain!
Of course, there might be a problem in finding some test subjects...

my suggestion?
i fence, and we use breast protectors; they're like a hard plastic chestplate that protects you if someone nails you with the foil there.
get one of those and wear it under your shirt. bluegauntlet.com, i think.
