Oh great dragons. Well about the scales, you can decide for yourself since they're fantasy creatures ^^ Most people give them just normal wings, no scales ^^
To all to what Jigoku Inu said, most people think of leathery winds for dragons, since they need to be somewhat flexible. If you wanted to use scales, they would probably have to be very small ones to they can bend easily.
well, dragons are fantasy creatures, so yours can have scaled wings if you want them to. however, most people generally just give their dragons hide or feathered wings, since those are the only known working structures besides insect wings.
