This is great! I love Neji-kun even more now.^^ Converse hightops are the best! And Neji looks greeat in them! I really like this pic of yours. You've come a long way. Your shadeing has gotten alot smoother. And Neji looks plum semxy.
The only thing that I would try to fix is his ear. Its a little to close to his eye. But other than that its great! His eyes look amazing. And I love the way you drew his hand going threw his hair like that. You have the folds in the clothes, and propurtions just right. Great job. I think this might be one of the best Neji pics I've seen from you. How you pulled a complex pose and still retain close-to-perfect proportions is really something to commend about ^^
His face and hair is really well-drawn, and the shading rocks too! :D The ear's a little misplaced though, it's drawn too close to his eye. But I think minor mistakes like that is almost negligible ^^
I can see lots of improvement from this piece, so keep it up! :)
