maybe if ppl put the name of the challenge in the tags if they post their entry in fanart, then it'll be easy to know it's for the challenge and find it...

I saw this happen to another member. Perhaps you could edit the challenge introduction explaining that? Perhaps say that this was intended as a fanart challenge. That would mean that people wouldn't be able to submit their fanart to the challenge as it is, but they could always dedicate it to you so you could judge it informally. I'm not sure how to fix these things, so i'd suggest sending a PM to one of the site moderators.
Is this challenge to make an eCard featuring any dragon with a female rider? Do you have to draw the image, or can it be from any series, such as Fire Emblem?

Yes. Any dragon that willing lets a human or elf ride on thier back regularly, makes that individual a DragonRider. So, Eragon is a good example.
