If you will notice, the sentence "Sorry! Challenge creators only" is in the same row as "Disqualify Entry". That means it is referring to the ability to disqualify entries. Only challenge creators can disqualify entries in the challenge.
That means you can join the contest. Click on the "Submit" link, type in your eulogy, and after you've typed everything and did the specifications I wrote in the challenge description, click the "Add Post" button.
I hope that clarifies things.

I haven't written anything of value in the longest (I think about a year now...), but I think I'll try to submit something for this.
Light was definitely my favorite character in Death Note; I find it horribly sad that his a character came to such a tragic end.
