Is there a limit to how many times you can enter? Could you and your partner take turns drawing for each other, for example, or could you enter with different partners?

It can be either way. Your partner can inspire you with a caption, or you can give your partner a drawing to caption.

I have a question about option 2. Does the friend draw the picture and caption it, or does the friend draw the picture and you caption it? It says the former, but I think you mean the latter.
