Absolutely not. Image dump sites are where people find images all over the internet (official anime images, fan arts, etc etc) and post them for anyone to see. There was a huge issue a while back ago with people using fan art in their artworks because of this. So, I recommend that you go to Minitokyo, Animepaper and Kisuki.net for anime images that are safe to use! C:
