This is the first time I make this style. First I blur the image a little bit then I added a matched color to it by using rectangle tool. After that, I try to change the color by using curve, selective colors and hue and balance tool under layer and new adjustment layer. After that I use a little bit of blur again and then I use light effect and make change the blending to soft light and lower its opacity. I added pattern at last and make the icons. After that I added text and brushes at DA. Merge all the layer together and sharpen and sharpen and sharpen it.
