I think, with out context, it can be interpreted as "the actions one takes are the measure of intelligence". But I could be wrong :-P

Its a nice quote, but its one that i must disagree with. at least, it doesnt sound like a complete quote.
knowing when to take action and when not to, that is intelligence.
and will power is being able to withstand the consequences of both choices.
