I think the whole reason that they DON'T make Vocaloids into anime is because 1. It would cost a LOT of money to do 2. It would be difficult to use the programs instead of voice actors, since it is hard to understand Vocaloids when they are only speaking and 3. There is so much fanmade content and amazing computer animated music videos that there really is no need.
They did make it into a live-action hentai though xD (I won't ever watch it, but you know, there are people that will >_>)
Actually, it isn't an anime (I wish it was; It does have a manga, however) D:
A Vocaloid is a singing program that you can buy. It was originally made to use as backup singers for artists who did not have any. The designs of the Vocaloids were put on the boxes, and there are lots of fanmade videos on Youtube and Niconico that include original Vocaloid songs ^^
