A halfling child doesn't have access to their powers as an infant. This makes them more vulnerable, of course, but it also prevents accidental slips-of-the-hand and young, immature tantrums that lead to burning houses, earthquakes, or tidal waves out of nowhere.

Instead, most halflings come into their powers around the age of 9, and under the guidance of their parents or caretakers, gradually learn to harness the powers in a responsible way.
