Yes, Stellva has the power to ground Anumi (not that she obeys the punishment)
But Stellva did not ground her, she lied (gasp!) to protect her. Stellva dosen't really know what she's trying to protect her from, but it dosen't sound good.
BTW I had tried to jump a fence and failed miseralbly. My hands got cut up really bad so I haven't been drawing in awhile. They're all better now. So expect more pages!!
